UPDATE: Robin Playable For Everyone...Eventually

Reports were all over the web yesterday about an advertisement run by Best Buy which seemed to imply that Robin would only be playable if you pre-ordered Batman: Arkham City though Best Buy.

Today however, Rocksteady's European community manager Sarah Wellock explained that the Robin challenge maps would give players "exclusive early access" to the character. Though still unclear, her comments lead many to believe that Robin will in fact be available to everyone eventually, but by pre-ordering the game through Best Buy, you can gain early access to them.
